NCLM 2027-28 legislative goals and town government relations program
Apex is helping shape the League of Municipalities' statewide legislative agenda for 2027-28 and is building its own formal advocacy program — a staff team to track bills, a project funding catalog for grant opportunities, and a legislative day showing lawmakers real projects on the ground.
Transition to even-year municipal elections
Apex could move its town elections to even-numbered years, saving roughly six figures per cycle and boosting turnout from ~20% to 75%+. It requires an act of the legislature, and the council only adopted an exploratory resolution that will be shared with other Wake County towns.
Late FY2025 financial audit
The town again extended its audit deadline through June 15, 2026, and a recurring public commenter demanded to know why Apex keeps relying on last-minute amendments and system excuses rather than fixing management controls.
Fund balance policy and the 20 percent minimum
Council members debated whether the town's 20 percent fund balance minimum still makes sense now that capital improvement funds are accounted separately. The current plan leaves about $1.4 million above the 20 percent floor, and members flagged that the calculation has changed since the CIF was created.
